National Water Hygiene & SW DOMS 1-12 -Computer Based Learning

Minimum requirement for hygiene for any restricted operations in the mains water environment and Distribution Operations & Maintenance Strategy (DOMS)


The National Water Hygiene scheme was developed at the request of Water UK, the body representing the water supply companies across England, Wales, Scotland and Northern Ireland. The blue National Water Hygiene card was introduced in January 2004 to replace all water company specific hygiene schemes and removes the need for workers to undergo separate testing or health screening and in carrying several separate cards for each water authority.

The Scottish Water Distribution Operations Maintenance Strategy (DOMS) scheme is a company scheme owned and produced by Scottish Water for persons working on Scottish Water sites. The registration database is held and administered by Energy & Utility Skills as part of the Energy & Utility Skills Register (EUSR).

Candidates who should attend

Any person working on a restricted operations site such as service reservoirs, pumping stations, treatment works, wells, spring and boreholes and working on the network of water mains and service pipes must be in possession of a National Water Hygiene card. The same training package is delivered to both direct employees of water companies, and all contractors that work on the restricted operations sites including self-lay organisations and Utility Connection Providers ( UCP’s) working on new developments.

DOMS training and registration is required for all persons working on water distribution activities (Restricted Operations) within the Scottish Water region. This includes, but is not limited to all Scottish Water staff, operational personnel, contractors, consultants, alliance and delivery partners, framework suppliers and self-lay organisations.

Course Aims

The course provides candidates with essential knowledge, understanding and awareness of the potential hazards and risks which have the potential to impact on the quality of drinking water when working on restricted operations sites.  The courses also focuses on individual card holders duty of care and the prevention of contamination incidents and protecting public health.

The DOMS scheme has been produced in order to ensure water company employees, contractors, supervisors, consultants, delivery partners, framework suppliers and self-lay organisations follow a consistent approach across the Scottish Water region to safeguard public health and the water quality reaching customers. By taking this uniformed approach to the operation and maintenance of distribution assets problems affecting water quality such as discolouration, microbiological failures and issues with taste and odours will be reduced. The DOMS scheme builds upon the public health principles covered by the EUSR National Water Hygiene scheme.

Course Approach

An EUSR accredited trainer delivers the course which is split into 8 separate modules.  Candidates must complete a registration form, health screening questionnaire and successfully complete a multiple choice test paper at the end of the course.

Upon successful completion of the course candidates will be issued with a Cover Note valid for 45 days.  An EUSR National Water Hygiene Registration Card will subsequently be issued to the candidates. EUSR National Water Hygiene Cards are valid for 3 years. 

The NWH training can be delivered separately or in combination with SW DOMS training on the same day.

A qualified trainer delivers the course. The training consists of 12 mandatory modules covering the different aspects of the distribution, operations and maintenance of the water supply. Registration is based on successful completion of a training course where candidates have to pass an end of course assessment. Upon successful completion a cover note valid for 45 days, will be issued by the trainer and candidates will be registered on the EUSR database. Candidates will subsequently be issued with a Scottish Water DOMS card.

Scottish Water DOMS Cards are valid for 3 years.

The SW DOMS training can be delivered separately or in combination with National Water Hygiene training on the same day.
